The Lincoln County Fire Protection District requires permits and inspections for all new construction, remodels, additions, basement finishes, business change of use/occupancy, and more within the Fire District boundaries. The District is approximately 163 square miles in size and incorporates the cities of Troy and Moscow Mills as well as other communities such as Brisco, Davis, Ethlyn, and more.
Supporting construction documents such as site plans and building plans must be submitted with the Application for Permit. These documents should be submitted in hardcopy as well as Adobe .pdf format on disc.
Fire Permits and subsequent inspections are required for the following...

Permits are required for residential construction for/when:
1. New construction of homes or buildings containing living space.
2. Basement finishes (full or partial finishes).
3. Living space additions, garage additions, or any other additions to existing homes.
4. Major Remodels (addition or removal of walls, removal and replacement of drywall, etc.)
5. Buildings over 100 square feet constructed within 25 feet of existing homes.
6. Buildings on residential property used for commercial purposes.
Permits are NOT required for residential construction for/when:
1. Agricultural buildings, storage buildings, workshops, or other buildings with no living space on residential property when the building is constructed a minimum of 25 feet from any residence and used only for non-commercial purposes.
2. Selling or buying a home.
3. New construction of a residence or addition to an existing residence within the City Limits of Troy. However, a building permit must be obtained from the City of Troy Building Department. Although a Fire Permit is not required, fire inspections are conducted and coordinated with the City. All other permit requirements still apply. (ie: basement finishes, remodels, etc.)
Permit Fees:
Residential Permit fees are based on the estimated construction cost of the building. Residential permit fees are as follows:
- $1.00 for each $1,000 of estimated construction cost.
- $25 plan review fee
- $35 basement finish (flat fee not based on square footage)
The current estimated construction cost of a wood framed single family dwelling is $90.2373* per square foot. For example, the estimated construction cost of a 1,500 sq. ft. home would be $135,355.95 ($90.2373 x 1500). Then, divide the total estimated construction cost by 1,000. ($135,355.95 / 1000) This calculates the base permit fee which is $135.36. Add $25 for plan review and add $35 if any portion of the basement is finished (excluding stair landings or stairway atriums). The standard fee for this particular home with no basement finish is $160.36 ($135.36 + $25).
*Permit fees for new construction, additions, remodels, and interior finishes are based on the Building Valuation Data, Square Foot Construction Cost Table published twice yearly in the Building Safety Journal, by the International Code Council. The most current version of this table may be implemented periodically and at the discretion of the Fire Marshal.

Permits are required for commercial construction for/when:
1. New construction of any building.
2. Additions to any existing building.
3. Major remodels (addition or removal of walls, removal and replacement of drywall, etc.)
4. Interior finish/completion of a building shell or portion thereof.
5. Change of use or occupancy in an existing commercial building or portion thereof.
Permit Fees:
Commercial permit fees are based on the estimated construction cost of the building. Commercial permit fees are as follows:
- $1.00 for each $1,000 of estimated construction cost.
- $100 plan review fee
The current estimated construction cost of a wood framed business occupancy is $99.1895* per square foot. For example, the estimated construction cost of a 3,000 sq. ft. building would be $297,568.50 ($99.1895 x 3000). Then, divide the total estimated construction cost by 1,000. ($297,568.50 / 1000) This calculates the base permit fee which is $297.57. Add $100 for plan review. The standard fee for this particular building is $397.57 ($135.36 + $100).

A permit is required for:
1. Temporary fireworks stands, tents, or other seasonal sales.
2. Private or public displays of other than consumer grade fireworks.
Permit Fees:
- Seasonal Sales: $500.00 per season, per location.
- Private/Public Displays: $50.00, per display, per location.
A Fire Permit is required for:
1. Installation, modification, or removal of Fire Suppression systems. (Includes sprinklers, hood systems, etc.)
2. Installation, modification, or removal of a Fire Alarm system.
Permit Fees:
Permit fees are based on the estimated construction cost of the project. Permit fees are as follows:
- $1.00 for each $1,000 of estimated construction cost.
- $100 plan review fee
A Site Plan review and approval is required for all new residential developments with six or more lots and all commercial developments.
The site plan review fee is $100.
